Mystery shopper

In February 2011, the Cabinet Office launched a Mystery Shopper Service to give suppliers a direct and anonymous route to challenge poor practice and lack of transparency.  If you see a tender you do not understand, a specification you think should be based on outcomes or is 'gold plated' or an overly bureaucratic Pre Qualification Questionnaire (PQQ) you can raise it with the Cabinet Office's Supplier Feedback Service (SFS), who will raise it with the contracting authority on your behalf.
